In 2020, the BIPT’s tools developed to ensure that users are provided with transparent information were improved. An automatic calculation option has been added to the tariff simulator. The data portal has been updated and a development project of the website has been launched.

The BIPT ensures that the electronic communications services are reliable, particularly by monitoring security incidents and by participating in the fight against fraud. A specific monitoring was implemented during the health crisis to ensure that the electronic communications networks were able to absorb the sudden changes in the use of telecommunications. The 5G network security is also an important challenge dealt by BIPT in 2020.

The BIPT closely follows the developments of the consumers’ needs and behaviours, by regularly carrying out several studies, surveys and comparisons. On the postal market, a study was carried out in 2020 and combined, for the first time, a quantitative and qualitative approach to identify the consumers’ behaviour as well as their perception, preferences and needs. Concerning the electronic communications market, the BIPT published the results of its annual survey on the users’ perception of the Belgian electronic communications market.

The BIPT carries out monitoring actions on the conformity of the radio equipment on the Belgian market. Due to the health crisis, such actions were mainly carried out regarding e-commerce in 2020.

The BIPT monitors the observance of the regulatory framework on user protection on the markets concerned. In 2020, for instance, it submitted to the Minister an evaluation report on the “Easy Switch” procedure, which aims to simplify switching to another fixed Internet and/or television provider. The BIPT also imposed fines on Telenet and Proximus for non-compliance with their obligations on the identification of prepaid card users. Regarding postal matters, the BIPT monitored the mail delivery times for 2019 and approved the tariff increase for the services belonging to the small users basket.
